El libro resume magistralmente las ideas contemporáneas sobre comercio inetrnacional, agrupadas en torno a dos enfoques que dominan e este campo: la ventaja comparativa y ventaje absoluta. Tras estudiar cómo deduce Ricardo la ley de los "costes comparativos", el autor critica su enfoque señalando cómo la teoría del dinero ricardiana contradice su teoría del valor, antes de pasar revitsa a las teorías modernas, que arrancan en su mayor parte de Ricardo, así como a sus críticos ortodoxos y marxistas. La segunda parte arranca de la teoría del valor y edl dinero de Marx para llegar a una novedosa teoría del comercio internacional ,basada en los "costes absolutos", presentada, sin emrargo, como la expresión de la ley marxista del valor en e lámbito de las relaciones internacionales. Tras cxriticar diversas teorías marxistas del intercambio desigual, el monopolio y el imperialismo, se deduce la necesidad de un "desarrollo desigual" de los países a partir del principio general del intercambio ade equivalentes.
